Terrorism is the use of violence or intimidation in the pursuit of a political aim. The highest political aim is the creation and enforcement of law. Cops use violence and intimidation to enforce law. Therefore, all cops are, by definition, terrorists.

The idea that all cops are terrorists is a common one, but there are two serious problems with this thinking. First, it’s not true. Police officers are not terrorists, they are people enforcing laws. They are not allowed to break the law, even in order to enforce the law.

Second, if the idea is that the police are not allowed to break the law, then what do they do? They can’t arrest someone who isn’t breaking the law, so they have no choice but to use force. That’s what law enforcement does. They enforce laws that have been made by politicians who have been elected by people who have voted because they want their governments to protect them from criminals and thieves.

If you think of cops as terrorists instead of people enforcing laws, then you are free to break any law you want because you think you are protecting yourself from the police.
